Fragility and Conflict Technical Research Services

Project Overview

The objective of FACTRS is to support strategic technical research and learning for the Office of Conflict Management and Mitigation in USAID’s Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA/CMM) to ensure that USAID policies and programs on fragility, conflict, and violence reflect the highest quality, evidence-based research and analysis. FACTRS is a three-year task order (2014-2017), and a collaboration between USAID, Management Systems International and CDA Collaborative Learning Projects.

The first year focused on developing guidance for conflict sensitivity in food assistance programming. The second year featured a review of conflict sensitivity integration practices across donors, and two case studies of conflict sensitivity practice in USAID Missions in fragile and conflict-affected states. The third and final year emphasizes the development of a conflict sensitivity guidance note for USAID staff.
